Biographical history
Harman and Company provided legal advice to Victoria College and the University of Victoria during the early years of development. The College established the University Development Board to oversee the development of a university in Victoria. Its responsibilities were later taken over by the Building Committee of the University of Victoria.

The fonds consists of legal advice on a variety of subjects and includes files on general correspondence, land tenure and zoning changes, academic freedom, and the Dean of Women. Also included are minutes of the University Development Board, 1961-65.
